Form Crews of 4-6 WSMs / FRs
Train Crews to sail using a program of instruction
Conduct 12 training iterations per US / Bahamas / Caribbean sailing season

Recruit from this population crews to sail across the Atlantic as part of the Atlantic Rally for Cruisers – Europe (ARC-E); beginning year 3
